Cyprus Earth Observation for Public Sector

The “Cyprus Earth Observation for Public Sector (CEOPS)” ESA PECS project supports Cyprus’s vision to become a regional digital hub in Earth Observation (EO) and space technologies, as outlined in the Cyprus Space Strategy 2022-2027. The project aims to create a “home” market for EO applications, with the public sector as a key customer and stakeholder. Structured into three tasks, the first focuses on developing an EO services catalogue tailored to Cyprus’s specific needs, covering six domains: Climate Change, Atmosphere, Land, Emergency, Security, and Marine. This catalogue will be created through literature reviews, expert consultations, and alignment with the Copernicus Services Portfolio. The second task involves stakeholder engagement, ensuring the catalogue reflects public sector requirements through workshops, surveys, and feedback. The third task involves shortlisting potential EO solutions, identifying high-priority services to address challenges such as drought, air quality, and disaster preparedness. These solutions will be used for future pilots and pre-operational developments. The project aligns with the Cyprus Space Strategy and fosters synergies with European initiatives like Copernicus, Horizon Europe, and ESA’s FutureEO programme, enhancing Cyprus’s EO capabilities and promoting digital transformation in the public sector for innovation.
